The series of Information Online and On Disk conferences have long been concerned with electronic publishing. During the 1990s, electronic commerce has emerged as a major theme, and has brought with it new technologies and new perspectives. The conference organisers invited this author to address the 1999 conference from the perspective of electronic commerce.
The paper is a further development of a series of previous articles, and has beenprepared in a form that will enable ongoing revision, and presentation at additional venues. The current version of the paper is at Issues98.html.
